feather: Do Apache Projects Come With Too Much Overhead?

"Recently, I spoke with Peter Yared, CEO of ActiveGrid. I asked
him why ActiveGrid chose to host their project at SourceForge
instead of contributing the code to a foundation like Apache. He
replied, 'Because Apache comes with too much overhead.' He's
certainly not alone in this sentiment--it's something I have heard
from a few people.
