Forbes: Tech Spending's Probable Benefactors

"Goldman Sachs' technology spending survey, released today, says that IT spending will accelerate in the second half of 2003 and that IT budgets will finally expand in 2004, by 3.5%. It also confirms what has been apparent for some time: Customers are buying technology from a smaller group of larger companies.

"However, spending growth--assuming it does materialize--will not be spread evenly throughout the tech sector. A Merrill Lynch survey that examined services and outsourcing found no evidence of an upturn this year but said that 'long-awaited budget improvement' will happen in 2004..."
