"Local government offices in the French capital will not abandon
Microsoft software overnight but instead gradually phase in more
open-source programs, Paris City Hall said.
"In a statement issued late Tuesday, City Hall said an
independent study had shown that a switch to nonproprietary
software--called 'open source' because the underlying code is
freely shared--would cause 'significant additional cost without
improving the service...'
