"Open source software could create a more favourable working
environment for Vietnamese institutes and enterprises by
eliminating hefty fees needed to buy copyrighted material, said a
senior official.
"Open source software is designed without copyrights or
intellectual property protection to be distributed and received
freely.
"An open source-based IT culture 'would help Viet Nam save a
huge amount of money on licensing computer software from foreign
companies and it could provide a great chance to mobilise the
creative ability of Vietnamese software programmers,' said Hoang Le
Minh, vice director of the Post and Telematics Department..."
