In response to the voluminous feedback I received on the 4.1.0 release
of the Jargon File (9 Apr 1999) I've prepared an update available at

        http://www.tuxedo.org/jargon

This version includes a both frames and no-frames HTML versions, and (back by
popular demand) a flat-text version.

the IRS aims at winning through intimidation and (thereby) getting
maximum voluntary compliance
