Gnome Initial Setup might arrive in Gnome 3.8 and Fedora 19, but we will not -for sure- see it in Ubuntu. It is separated in two steps; first is the account creation in an empty system and secondly comes an optional welcome tour that introduces some basic functionality of Gnome Shell. This is part of the core Gnome OS, that tries to offer a consistent experience from the time we install the system, till we shut it down. More over is a nice addition for rookies in Gnome to get familiar with App Launchers, WorkSpaces etc.
