"A controversial e-mail message sent by a top Microsoft Corp. official to Chairman and Chief Software Architect Bill Gates that allegedly highlighted the company's strong-arm dealings with hardware makers will not see the light of day in court, a federal judge ruled again on Wednesday.

"Nine states and the District of Columbia, which have continued to press for tougher penalties to be imposed on Microsoft in its ongoing antitrust bout, have tried twice to submit into evidence an e-mail message from Aug. 14, 2000 that they argue shows Microsoft conspiring against its hardware partners that toyed with the Linux operating system, which is seen as a competitive threat to Windows..."
