While Docker can run on multiple OSes, including various flavors of Linux and Windows, there has been a movement in the last two years toward highly optimized Docker-focused operating systems, including Red Hat's Project Atomic, Rancher, CoreOS and Alpine Linux. Alpine Linux offers the promise of a very small memory and system footprint, providing Docker container users with the ability to make the most of the underlying system without much host OS overhead.
