[ Thanks to Fred Mobach for this report: ]

A newsstory from Verlag Heinz Heise I found at http://www.heise.de/newsticker/data/ps-19.01.01-000/. Of course it is in German, but the Bablefish translation is somewhat readable.

The German PC manufacturer Waibel (http://www.waibel.de) is offering a webpage (https://www.waibel.de/online/angebot_bs.htm) where you can sell to them your complete Windows OS software including the original media. They offer you, depending on the version, DM 65 - 85.

These licenses are sold by Waibel to their customers instead of new licenses with every PC they sell. They estimate that there are approximately 10 millions usable operating systems, which became worthless in the next years, as the licensee buys his next PC again with an operating system. "10 million operating systems represent however a restaurant value of well 2 billion DM, which one should not waste ", argues Waibel. In this way Germany can save 2 billion, otherwise to be spoiled to a certain American company.

It is also according to the law as interpreted by the Bundes Gerichtshof (see http://www.heise.de/newsticker/data/psz-07.07.00-000/).
