“Towards the end of last year, when I was speculating about what
might happen in the area of e-government this year, I said that
open source software would start to make a greater impact. I know
there are many people who consider open source to be the only way
to go forward and that any government not fully committed to it is
in some way remiss.

“As I said before, some of these people seem also to be prepared
to die on the cross for their deeply held convictions. And to be
fair to people in government, who generally adhere to the basic
principles of serving the citizen, they too are keen to look at the
potential of open source software for cutting their costs…”
