"Goldman Sachs' technology spending survey, released today, says
that IT spending will accelerate in the second half of 2003 and
that IT budgets will finally expand in 2004, by 3.5%. It also
confirms what has been apparent for some time: Customers are buying
technology from a smaller group of larger companies.
"However, spending growth--assuming it does materialize--will
not be spread evenly throughout the tech sector. A Merrill Lynch
survey that examined services and outsourcing found no evidence of
an upturn this year but said that 'long-awaited budget improvement'
will happen in 2004..."
