From the Contributor:

Open Source Law has announced the release of a summary report of its Q1 2005 review of Open Source in Government. The summary sets out the key findings of the report, and some of the significant challenges for Government. The summary draws attention to the significant investment in France of open source on the desktop (60,000 instances of OpenOffice.org installed as at January 2005) and the emergence of open source as a tool (e.g., strategic, diplomatic, industry development), rather than as a mere cost saving device.
