"Out of my ignorance, I had come to the conclusion that, with
only isolated exceptions, California state government was firmly in
the pocket of proprietary software solutions. When you're in a
Microsoft-standardized site, with no useful leads to other
contacts, such a conclusion may not be too surprising.
"Like so many my age, my background is mainframes: RCA,
Sperry/UNIVAC, and later IBM. My Assembly language days were on the
RCA-UNIVAC platforms, but even then I was seeing the conflicts
between vendors and the problems caused by vendor lock-in. Even
then, I longed for opportunities to share code solutions with
