Yes, it makes the author look as a moron, but Windows users won't notice that. Not quite - MS Word extends (that word again) the standard ASCII character set with their own entries for things like quotes and apostrophes - eg the inappropriately named "Smart Quotes". However when exporting as HTML they DO NOT FIX THEM, so these nonstandard characters pollute web pages. Of course when viewing on a Windows system which also supports these nonstandard characters, everything looks fine. So the Economist (and a few of the talkbacks above) were written in Word or similar MSware, without having Smart Quotes disabled (its buried in the Tools menu someplace.)
