Ralf Habacker writes:

The kde-cygwin project has released the first beta of KDE 1.1.2 for Cygwin running under Windows. You can download it from the kde-cygwin download area.

After porting KDE 1.1.2, the kde-cygwin team is going on to port KDE 2. They hope to get at last a native KDE version on Windows.
