Macromedia will be releasing the Flash Player Source Code
SDK & Flash File Format (SWF) SDK, in the mid January.
The
two SDK’s will be comprised of the following:”

“Flash Player Source Code SDK
Developers of existing and emerging platforms and devices can now
freely include SWF Playback….”

“Flash File Format (SWF) SDK
The Flash File Format (SWF) SDK provides a set of tools for
developers to write Flash 4 (SWF) files as well as documentation of
the Flash File Format (SWF), as well as code to write SWF
files.”
