IBM has tested the speed of C++ routines to be used for
measuring speed of programs on Linux and Windows 2000.
It is the system API calls GetTimeOfDay in Linux and
QueryPerformanceCounter() in Windows 2000.
Red Hat Linux 7.0 with kernel 2.2.16 gives 0.740 usec, kernel
2.4.2 gives 0.729usec.
Microsoft Windows gives 1.945 usec or more than 2.5 times slower
than Linux.
