“In 2003 the Dutch parliament adopted a plan that would see open
standards used exclusively from 2006 and called for the government
to promote open source software in the public sector. Adoption of
open standards was not approved until 2007 (see below) but the
OSOSS (open source as a part of the software strategy) program was
created to help stimulate the use of open standards and provide
