“Those that hold have questioned or oppose adoption of ODF in
Massachusetts fall into four camps: those vendors (most notably
Microsoft) that have decided not to support ODF and several
industry groups that oppose ODF; Massachusetts officials in the
office of Secretary of the Commonwealth William Francis Galvin who
are displeased with the exercise of power by the Information
Technology Division (ITD) in adopting standards for documents;
Massachusetts legislators who are not yet convinced that adopting
ODF is a wise move; and members of the community of the disabled
that are concerned that office productivity applications that
support ODF will not be as able to meet their needs as well as
Microsoft Office…”
