practices, new initiatives and government objectives and an ever
changing landscape of opportunity from new technology. Openness, in
all its many forms, offers a way to escape from the hairball.

“Openness comes in many forms: open source, open standards, open
data, open publishing – the list goes on. Openness is
growing. Open source and open standards are in the ICT strategy
documents of the Cabinet Office, the Welsh Government and in some
form in the NHS IT Strategy too.”
