Audacity is free, open source audio software using which you can record and edit audio. Some of the features include live recording, Effects, Plugins, Import and Export, Audio Analysis, etc.

Audacity team just released the 2.3.2 version with some improvement. You can install Audacity on Ubuntu using the below methods.

Install Audacity Snap – Works for Fedora, OpenSuse and other Linux distros also.
Install Audacity daily build – Official PPA provided by Audacity team
Install Audacity using Ubuntu Software
