Cheese 3.10 Beta 2 Keeps Track of the Highest Available Camera Framerate

Cheese 3.10 Beta 2 will now automatically choose the highest available framerate instead of highest resolution for your webcam device, and the caps are limited to the maximum framerate. Moreover, errors that have been already been set through a GError return from libcheese will no longer be overridden, a memory leak that appeared when freeing video formats has been fixed, cheese_camera_device_find_full_format() helper has been added, and git repository information has been added to the DOAP file.
