GNOME PackageKit 3.11.3 Removes Catalog Support

Thanks to Richard Hughes, GNOME PackageKit 3.11.3 removes the service pack and catalog support, no longer uses the deprecated libpackagekit functionality, as well as the unused PkMessage, UpgradeSystem and Werror functions. Moreover, GNOME PackageKit can now be compiled against newer versions of the PackageKit software, and the About, Help and Quit menu entries have been standardized in the App Menu.
