MATE 1.6.1 Adds Support for More Applets

MATE 1.6.1 removes GNU cat, adds support for automake 1.13, adds an initial script to migrate MATE 1.4 configurations, adds a hack for new background paths in the mate-conf script, adds support for action applets, improves comments, and fixes empty string values in mate-conf-import. Moreover, MATE 1.6.1 also adds support for matecomponent-applet, it now verifies if an applet or object file exists, checks if mateconf files exists and are valid before using them, adds support for different default panel layouts and more applets, adds support for the default profile of mate-terminal, and adds makefile and desktop file.
