Meld 1.8.3 Fixes Subdirectory Comparisons for Subversion 1.6

Meld 1.8.3 is here to repair subdirectory comparisons issues for Subversion 1.6 or later, fixes Git status parsing for various statuses, and fixes modifying column properties issues that caused some crashes when using .ini config backend. Moreover, updating is no longer disabled when syncpoints are not active at that moment. Also, the Indonesian, Italian, and Chinese Traditional translations have been updated in Meld 1.8.3.
