Mesa 11.0.2 Is an Emergency Release That Patches the dEQP Regressions

Mesa 3D Graphics Library 11.0.2 is an emergency release that fixes the last remaining dEQP regressions introduced in the previous versions of the software. It fixes the order of the internal format checks, as well as of format+type for glTexImageXD ops, moves the _mesa_base_tex_format() function from teximage to glformats files, and uses the effective internal format for validation.
