Mesa 11.1.3 3D Graphics Library Officially Released with Android and VAAPI Fixes

Mesa 11.1.3 3D Graphics Library is the third maintenance release in the Mesa 11.1 stable series, which appears to still be supported, and, according to the changelog, it fixes various crashes with EGL and VAAPI (Video Acceleration API), resolves various issues with the Android and Nine platforms, and patches some GLSL crashes for Android OSes.
