A central component to early MOOCs was a dual meaning of “open”. They were open to enrollment of students outside the hosting university, and the materials used were licensed under Creative Commons. Newer MOOCs tend to only be open enrollment, using materials that are not openly licensed. MOOCs should consider putting a greater focus on returning to CC licensed material.
