Vivaldi 1.13 Browser Picks Up Minor Update with Chromium 63 Security Patches

This is a minor update that improves Vivaldi 1.13 to properly shutdown when using the Exit menu on Windows systems, ensure the Quit menu is handled the same as the ???Q keyboard shortcut on the Mac, as well as to make sure Vivaldi closes when Dev Tools are running on a separate window on macOS. Another Dev Tools regression causing the web browser not to fully close after inspections was fixed, along with a crash that could occur when attempting to change the zoom settings in the private window. The new release also backports the latest Chromium 63 security patches and updates various translations.
