VLC 2.2.1 Released with VP9 Decoding Improvements, Fixes MKV Overseeking

Several VP9 decoding issues have been fixed, LPCM (Linear pulse-code modulation) channel ordering was addressed, FLAC crashes were patched, a potential NULL dereference in dmo has been repaired, and it is now possible to compile VLC with older libavcodec versions.
