Microsoft (NASDAQ: MSFT) has been discounting Windows 8 and Office licenses to hardware partners that want to build small, touch-enabled laptops, according to The Wall Street Journal. On the one hand, OEMs (original equipment manufacturers) should stand up and cheer. But on the other hand, the discounts could be a new warning signal to partners about slow Windows 8 adoption.
