Revenue & Customs. But supremely stupid security lapses aside,
managing identity is a problem that everyone online has to face on
a daily basis.

“One aspect involves passwords. As we join more and more online
services, we are faced with the perennial problem: do we invent yet
another password, making it even harder to remember, or do we
recycle old passwords, which increases the potential damage if one
is compromised? Of course there are alternatives, as Bruce Schneier
reminds us, but they are hardly convenient, especially if we’re
accessing online services from many computers at different
locations…”
