“the promise of open source is better quality, higher
reliability, more flexibility, lower cost, and an end to predatory
vendor lock-in.

“But that it is not the biggest driver for our Open Source
strategy at my shop. One of our biggest drivers is budget
constraints. Every year our IT budget remains flat or increases
modestly. When you throw in merit increases, promotions, rising
health care costs, and maintenance on software and services
acquired during the year, you must get creative to stay within
budget…”
