Empathy 3.9.2 Fixes Four Bugs and Updates Translations

Empathy 3.9.2 is here to fix only four bugs reported by users from the previous development release, version 3.9.1, and to update translations and documentation translations. The first bug is related to the history function, which used the wrong encoding to display UTF8 logs, the second one is related to a crash with SIGSEGV in listing_failed_cb(). The third bug is related to an online-accounts-preferences crash, which appeared when accounts needed access granted, and the last one is related to new *.page files not being recognized by git.
