The Alpha build of Fedora 23 will be available for download and testing through the official channels on August 11, according to the release schedule. This is probably one of the few Fedora Linux versions to respect the initial release schedule. The development cycle of Fedora 23 will continue with the release of the Beta build on September 22, and the final release of the operating system on October 27, 2015, if everything goes according to plan, of course.
