“Migrations on the client-side are challenging due to their
large scale, the potential uniqueness of each client system, and
the direct effect on users. This article focuses on the starting
point of a client migration: that is, the organizational planning
and especially the user segmentation. It also offers a method to
identify the most appropriate user segment that should be migrated
first. Our systematic approach is based on several recent customer
migration experiences. The technical planning process that
seamlessly follows the organizational planning is the subject of
