Security Portal: U.S. crypto export policy starting to ease?

“Under the recently changed cryptographic export laws it appears
that there has been an actual improvement for people wanting to
export cryptographic software and knowledge. Daniel J. Bernstein,
who has been involved in a legal case against the United States for
quite some time now regarding cryptographic export issues was
recently allowed to publish his work online. It also appears that
others will be allowed to publish work online after notifying the
government of what and where it is, with no review required, nor do
they need to re-notify the government each time they update or
change it. Additionally, it appears that restrictions on
commercial software have eased, PGP was recently granted an export
